The Republic of Haiti has more NGOs than any other country in the world. But, in the medium or long term, almost all of their projects fail, and yet humanitarian aid itself is not called into question. This film casts a critical, even iconoclastic, eye on the highly ambiguous relationship that has existed for decades between the people of Haiti and the international aid groups that work there. Who depends on whom?
