Despite a few highly mediatised scandals, crimes committed by economic or political elites are not perceived as being as serious as crimes against persons or property. The perpetrators do not feel the same sense of disobeying or of harming society. These crimes do not stir up the same social reactions and do not raise the same issues within the penal system.
