Hospital emergency rooms are always packed to capacity. Is this a consequence of the pressure for profits in the health care system? Is it the effect of underfinancing or a lack of effective frontline health care professionals and services? Is it the expression of a more pressing relationship to medical care or a misguided perception by users of what an emergency is? Or even an inability to be responsible for their health?
