Freeloaders, profiteers, incompetents, fraudsters... misconceptions about the poor abound. These prejudices, born of fear, mutate into phobias. Fear of the poor is leading to a truncated collective view of poverty and the solutions it demands. But can we erase poverty without fighting its causes? To counter the message of powerlessness, we must use policy.
