In 2011, a special police unit moved into the “Hill of Pleasures”, a favela in the centre of Rio de Janeiro which until then had been controlled by a cartel. After years of police violence, local residents take a dim view of this pacification process. How can one accept aid from the enemy? How can law and order be made inevitable, if not desirable?
