Local Exchange Trading Systems: Alternative to or foundation of the economic system?

Since 1995, several initiatives to establish Local Exchange Trading Systems have been pursued in Belgium. These alternative economic experiments have sometimes widely varying objectives. Are they the building blocks for new economic and social relationships aiming to replace the dominant system, or rather are they a survival method in uncomfortable situations of precariousness and isolation in times of crisis?
